Yup, I think you've nailed it.
And I can't say that's a bad thing. I recently flew with one of our newbie wonder CAs who came to UAL after only two years as a regional FO, and upgraded at UAL after a year. This individual was just off upgrade OE. Let's just say that while this person's flying abilities seemed just fine, the other stuff -- ADM, big-picture thinking, and quite honestly, emotional maturity -- were sadly not in evidence.
Of course, I've flown with other really junior and really young CAs who have been really solid, but this particular trip was quite painful to experience. Hopefully the return to more traditional hiring standards will ensure that fewer of these people slip through the cracks.
