SCE is only a charter flight if the flight number is 9XXX. We do (or did) scheduled service into SCE, so chances are it's a scheduled flight. Nothing special, unless you need to learn how to use an uncontrolled airport.
I flew a CVG/SCE out and back the other day. It was a 97XX flight number and NOT a charter. It was a revenue flight.
The SCE station manager said that there were 70 seat flights originally scheduled but, for some reason, 70 seaters cannot land there. The 97XX flights were added when the 70 seat flights were downsized to maintain capacity.
It was a good opportunity to sharpen the uncontrolled airfield skills. Picking up clearance on the taxi was fun too.
