If you are a line holder, you would have to be able to drop your trips first, but then why would you need to be able to drop your trips that covered the days you wanted to move the vacation too first.

However this request can only be made after PBS awards have been published for that month and think there is a set day of the month those requests can be made after.

They will not just move it before then.
