Not much specifically authorized at all by the constitution. Framework and all. Point being, congress is authorized the power of the purse by the constitution and should most definitely play a role in shuttering or making sweeping changes to an agency for which it has passed funding.
Given USAID was created by executive order, it seems logical that it can be ended by one. The funds authorized for foreign assistance by congress will simply be allocated by the state department.
