No money should be going to NGOs as a backdoor to push things the population does not want.
the renamed agency is a consultation unit, not one with actual power. so sure, write a report and ship it to congress.

any agency with actual power is (supposed to be) created by congress. anything created by executive order is an advisory council/think tank/consultancy.

we are bypassing that in favor of a shift toward monarchical structure, and it will be complete if the court rules carelessly on impoundment
