I finally got a response to my pay inquiry on SCs above 6 and they not surprisingly denied it based on PWA 23.S.3.a and claim "you may be awarded but not will be awarded" and "it comes at company discretion". Funny how they didn't mention 23.S.1.f. I know it's useless to continue arguing with them and I already filed an STS but man is it frustrating!
