I do actually believe that number of departures is a better metric. Emirates, Etihad, and Qatar could fly A380’s and end up with many more gates than an airline like United flying most 737/A320/RJ’s to connect passengers.
Equality = equal opportunity, unequal outcome (usually)
Equity = equal outcome.
If gates were “equitable” every airline would get the exact same number of gates even if they didn’t use them.
