Absolutely, yes you can YS on On Call days. In fact, it's the smarter option. You are higher on the coverage ladder, so you'd get called earlier. Just remember, no PB days (when the underlying day is a LC day, you don't get a PB regardless - one thing I think should change, btw).
High Yellow isn't a thing anymore.
