I think a better way to put it, is if you invoke NC, and then self-check your schedule 1:59 into your SC, the earliest you have to report is 3:59 into your SC, vice 2:00. Is this correct, in practice?
You should check your schedule one minute into SC and you can't report until 2:01 after call begins
