I mean it does the first time you do it....that is one of the ways to get out of the NC'able status...if nothing on your schedule, then you immediately go into the normal'ish, not defined for a reason, two hour-ish, but could be longer due to traffic, SC response time.
As a little nugget of info to all. in the FA's work rules document, when they are on A days (their version of SC) they have a clearly spelled out 2 hour report time except for NYC, where it's 3.
So if the company is good with a FA taking up to 3 hours to get to the airport, then maybe 3'ish is acceptable for pilots too.....just saying.
I am a 45 minute drive from EWR in normal traffic.
So by my math, as long as I'm rolling within 60-90 minutes from call, I'm legit. If they call me to JFK, (farthest airport) during rush hour or bad weather, I get there when I safely can.
CS got ****y once last winter, I asked for a supervisor and brought in the duty pilot.
CS wasn't happy with my estimated JFK arrival time. They called at 7am, so rush hour, and it was snowing. They said I had to be at any airport within 2 hours. I asked for chapter and verse from PWA or SRH. I reminded them that if they want airport standby, there's a provision for that in the PWA.
I then told them, and provided the math for how I could be sitting in the lounge at JFK and still be over 2 hours to LGA. Blew their mind. DP was appeased and told them to deal with it.

15 Lounge to bus stop
15 waiting for bus
15 ride to lot.
I'm at 45 minutes and just got to my truck.
On a good day, it's 30 minutes to LGA employee lot. Can be over an hour.
1:15 best case and I'm just in the LGA lot. Another 30m for bus and drive.
1:45 on a good day lounge to KCM. Now get randomed and walk to gate. 2:15+ if its rush hour. Nevermind bad weather, holiday traffic, Mets game, or the US Open.
