Yes, that’s how it’s supposed to work. However, some folks will keep their mouth shut until they have no more LC days left, and then get the PB day (and PR) banked. Up to you.
*edit* upon rereading your post (perhaps misreading), I'll amend my answer to clarify the PB day is supposed to go on the next LC day *after* the rotation. Your first sentence is correct.
