I never said they weren't allowed per the PWA....I was telling the person that I responded to why someone wouldn't want to "wait for the GS" because that GS may never come.

I've watched many a trip that I thought would come to me as a greedy....when they do get shipped OOB, I find them....most are the full trip...the ones that get broken up I file ACE/STS reports on them.
