If you are below the trigger a GS will simply pay single pay towards the trigger. You need to pick up trips via white slip (straight pay) or silver slip (double pay with no trigger) in order to get to the trigger to make any green slip flying you do pay double.
Sounds kinda silly when you say it out loud. Should be double for working when not required to work and single above guarantee with PBs for RES. Triggers and credit are from a bygone era.
