At any point while you are still on LC scheduling can alter your schedule. So to sum up - a future assignment of SC or a rotation isn't actually locked in until you enter your PWA-mandated rest period prior to report time. That's not to say that scheduling can't or won't try to make changes to your schedule once you are in rest, but anything they do will blow up in their face because you aren't notified of anything. I've had this happen a couple of times where within 18 hours of a SC period they tried to remove it and put me into 30 hours rest. Each time scheduling did that it ended up costing them 4-5 days of LC availability by the time they finally sorted things out.
Technically your short call isn’t locked in until you sit it. They’re welcome to remove it at any point with no penalty. If they remove it the minute prior, you’re simply back on an 18-hours leash.
Similar to rotations. You can be removed as a reserve at any time from a rotation prior to report. At least with rotations, if you’re unaware and report anyway, you’re due suit up pay. Not so much for a removed short call.
