CP's in the junior bases will say these things at new hire base indoc. Pilots with no prior airline experience may take this as gospel, whereas pilots coming from other airlines know it's hot air.
It isn't exactly 'hot air' when one is on probation. Nobody is going to get fired over being late once but I wouldn't advise anyone to push it the first year. After that absolutely don't tolerate being held to any predefined number.
