Many moons ago, pre-2006 contract, I personally witnessed and heard a UPS manager say almost exactly that.
"Second year pay on is what the IPA can negotiate, first year pay is what UPS thinks you're worth."
Knowing at least some of the dinosaurs with that mindset have ridden into the sunset, I
sincerely hope both parties use an eventual future TA to remedy our abysmal first-year pay.
