1) Nobody knows for certain, or if they do, it's not transparent. Joe scheduler probably doesn't know how the automation is actually programmed and only knows what the results look like, which is effectively the same as what we can see. But I DO see assigned SC's being sent that DO use preferences 2+, so they are absolutely in play.
2) You only get SC counters for SC that are actually sat. So, no.
