It's a bit more management. Maybe. Depends if they take the Base Chief organically or make it a new position above the other allotted CPs in base. If they are not taking organically then it's going to add another layer of management at the base level.
Putting East and West directors in ATL consolidates power and puts the leadership in more of the echo chamber that is the ATL. I liked the fact RD's were out there in the regions and had to travel a bit to see the other bases they over saw. It gave them a better feel for some of their very distinct operations. Now it's going to be all going back to ATL "for approval". Don't like the change, just adding another layer, and that layer is now resident in the echo chamber of ATL. Hey, but now we have more positions for those that want to climb to management ladder to strive for...
