It has been my experience lately that on SC I get a DH to another base to cover flying from that base. This is only legal for RES. If one base is understaffed and another is overstaffed, then the overstaffed base gets a lot perhaps all SCs. The fact that they haven't had any AEs with As in some time is causing imbalances and they are using OOB RES to solve their problems. Plan on doing your max SCs. I had 6/6 by the second week. Almost everyone in my cat had at least 5. Unfortunately this is our backdoor universal RES.
