Mostly because they can. They're probably just trying things out to see what costs more, a bunch of SCC or the occasional GS that will be caused by no SC. I've seen 3 pilots in the same days available bucket get the 2359 SC. For the two senior pilots, that's pretty much free money, but pennies on the dollar if it saves a GS. SCC credit needs to go up and be paid whether used or not.
Wouldn't SCC being paid regardless of usage only drive them to assign more SC than needed? (Not that they are currently metering out SC to avoid paying SCC for unused).
