No, it is added before the emergency step and makes you respond to all calls if you hope to get premium flying. This new step will be the norm for covering trips next summer they are not required to start coverage when the trip first hits open time and they can wait until the QS 8 hour window, they have no issue with paying an additional pilot because it's a huge bargain versus the alternative which is NEGOTIATE A REAL OBLIGATION TO COVER TRIPS CORRECTLY. We just keep adding to their tool belt and they get new ways to circumvent the PWA intent and mess with QOL.
