Not at all. If the company wants to avoid paying out 23M7, then they’ll need to complete the GS step properly. It’s no different from today. If they skip GS and go to QS, then they’re paying 300% for coverage (same as skipping to IA today).
The emergency step is NOT today’s IA step.
