It doesn't say the most senior 15%, just 15%. I can't recall the scenario, but an explanation given was by the PBS committee chairmen at the time. I agree though that it highly unusual. That said, 15% could just be 1 pilot (per the eception), which is entirely inadequate of a protection for reserves. It should also say the most senior X% as well.
