The issue with this is once withheld you can't bid anything else or MBE. Chances are the relative seniority disparity will correct itself before the withheld period ends.

It isn't the end of the world but it is irritating to watch people junior to you have vastly different schedules and QoL in the same base. Things in CLT are finally shaking out and normalizing. I'm not sure what's happening in other bases.
