I have been asked in the past by company check airmen. Don't actually recall if any feds ever ever asked, certainly not recently.

I'd be more concerned with a ramp check in a foreign country... international rules are really the only reason the FCC even issues it (which is why there's no test involved).

I think the people who care should be you and the company. Because you might get fined overseas, and the company might experience a flight disruption if a foreign country won't the let the flight operate.
