Yes, they are considered work. I recommend just what you said above. Strand a reserve day either side of CQ. Remember you are not contactable during CQ and Scheduling constantly tries to call people while they're in the sim.
If you prefer the 30/168 game, you'll need a few more RES days on the front. You don't need a 30 hour rest to go to CQ, but you might need coming out of it.

+1. To add, if you call sick, those days revert to LC days, along with the pay bump.
Also, if you are a “set condition, between 1 and X days on…” reserve bidder, make sure X at least equals the length of the desired work block including CQ
and LC, and always set the start value to 1 (no reason to ever make it the “3” of 3-99-5, because if you do, it can screw your bid. Ask me how I know.)
