Are we talking about the speed of light and switching relays getting to some parts of the country from Atlanta (and back) being slightly quicker by .0000001 sec? Are some phone carriers quicker than others for IA's?

Phone calls go out in reverse seniority order, not all at the same time. Listen to the time stamp of the voice recorder to see what time it actually started vs when you get the phone call.
