If you're talking about for bidding them, it is based on the report time. So a 2359 SC on the 12th would be awarded on today's automated SC assignment run as a next day SC award, just like a 1000, 1200, 1800, etc SC tomorrow would aslo be.
So for a GS award, if you have 2359 SC tomorrow, you can get a GS today, but not on the day that the SC starts (even if it's only 1 minute of that day). Put another way, a 2359 SC counts on the day it starts, not the day it bleeds into.
This refers to a 2100-0300 SC and a GS for the next day being denied and removed because of the SC starting today. There was no rest issue. 23.Q.6.c. exception was sighted as the reason.
