The hiring pattern you mention is how Delta always hired for the last 35 years except during the COVID madness. Most hiring is done late fall into winter to staff for the summer flying. Hiring tapers off or ends during the summer to get the instructors out flying the line during the high pilot demand period and meet line flying requirements in the pilot contract. It has nothing to do with flow programs.
This. Delta didn’t change its hiring practice just to,screw over flows from 9E. They don’t care that much.
