The Gustin Amendment capitalizes on a disengaged and apathetic pilot group.A pilot who does not vote will be counted as a 'No' vote.
When only ~10% of pilots bothered voting for changes to constitution bylaws,one can easily see how the Gustin amendment will serve APA's agenda of not merging with ALPA.
