Basically everyone defers to the FRB, and if they say it’s unpaid then there’s not much of an avenue left to fight. As was said being completely excluded from the program is different than being non-operationally caused (which would pay out of the sick bank). An excluded report is then referred to the CPO and is treated as a PD.
