My guess is that it's an attempt to put FAA eyes on it. Not sure how fruitful that tactic will be, but it's probably better than nothing.
One data point. A friend got a letter and was pretty fired up about it. He was out on STD last year for a surgery that used up 200+ hours of sick (all verified). However, his 12 month lookback was les than 25 hours. More proof that it is pure harassment.
