While responsibility for overall safety cannot be delegated away from a certificate holder, checking remains under federal authority granted to individual check airmen & training center evaluators as reported to the administrator at each/every event. Any credible evidence that DEI initiatives have negatively influenced or override qualification standards set by federal code or within scope of regulatory surveillance do NOT exist to my knowledge.
