I think a couple of the military guys in my class didn’t have an ATP at all, only a commercial pilots license with/ ATP written. But they, like the R-ATP pilots mentioned above, met all ATP minimums when they were hired.

using the fact someone was issued a restricted ATP as a barometer, rather than their actual qualifications, is dumb. And even then, the R-ATP checkride is no different than a non restricted ATP.

if they now meet the requirements of a full ATP, then what does it matter if they didn’t want to pay a DPE $200 to file the paperwork to remove the restriction.
