To your point, that they’ve been using layyyyy-surrrzzz for decades, pretty sure there’s PLENTY of MOA’s/testing areas to use that wouldn’t involve a TEN DAY TFR around a civilian use airport, etc.
Ft Bliss is where the Army has its air defense artillery school. The equipment is likely stored there. But yeah, ten days is ridiculous no matter how you slice it.
