An article in today's New Yotk Times provides a breakdown of the interactions of the DoD and the FAA in the leadup to the laser being actually used.
I believe the Times allows a free article or two for non subscribers.

Unless it was a drastic action to bring attention to a branch of the govt that had decided they could do whatever they want?
The FAA had basically been told to go pound sand.
