As somebody previously mentioned PUJ resort has a good course that is technically free although they charge a cart fee ranging from $30-60.
Thanks for the CHS and SFO leads. The PDX course (I assume you are talking about Heron Lakes, used to be called Delta Park when built), I have played since being a kid. Its conditions ebbs and flows with who is running the city municipal services.

When I had the rentals from the Naval Academy, they were cheap, but was a set put together from a few other partial sets. The 56deg wedge looked like they had fished it out of a lake after a decade.
