Recommend you go take a look at the MOU 25-05and SA 26-01 again because you are wrong on a couple of things.

Is there a situation where they will pay 4x if they use QS? Yes. But not always.

"thought they could only us IA step....emergency"....the word "emergency" is not mentioned even one in either the MOU or the SA, so not sure where you are getting that from.

Emergency step of coverage is the last step of both 23.N and 23.O.....any available pilot in position (in inverse seniority order)
