What, in our governments current spin is called Unpredictability is in actuality erratic and chaotic behavior.

Using that interpretation unpredictability is not a strength. It is a revelation of one's lack of knowledge and preperation.
It increases the likelyhood of a series of events that kill millions.
Or worse.

Erratic behavior involving airplanes, guns, or armies, frequently gets people killed.
