It really doesn't matter if you put it in at 2359 Sunday or 0600 Monday, they don't start manual trip coverage for Wednesday until 0800 Monday morning - so it's just a matter of convenience for when you enter it, you aren't missing out on anything until manual trip coverage 'starts'. Just remember to make sure that dropdown for "Award on 0700 PCS run" says NO (which is the default, but I always double check it...).
I think his point is more what if he puts in a slip at 2230 but the 2200 run hasn’t occurred yet. In that case he’d be hosed. I believe you can pull up the reserve grid and that will have a time stamp of the last time it was updated, which I more happens when the PCS run takes place. How much it updates outside of that I don’t know.
