I’m wondering what kind of training ARFF personnel get regarding maneuvering on the airport and the dangers associated with that. I know at my airline (and probably most others) we have to verbally verify the runway in question, and verbally state clear left/right before initiating the crossing. The truck in this instance did none of that, which I personally find unconscionable. If ground control clears us across a runway, I don’t just cobb the power and cross without looking first. Hell, we teach kindergartners to do that when crossing a street. So preventable.
