Not entirely. Part of the problem was simply hiring too many onto the Saab to begin with. The flow was only taking 3 through September (still 3 months away) About the time it takes to train someone. We have been way overstaffed on the Saab for a while. They simply didn't get the word to stop the hiring at least onto the Saab when they should have. Bringing in all the street captains was completely unneeded.
