While I won't say what my min is on a short contract. I always found it weird where OOBWS was in the coverage ladder. I always felt it should be above IA and below just about everything else in base. I get why people want OOBWS, they live in a different base that they bid for and want to drive to work when they can and get the better vacation and schedule. But at the same time I think people in base should have first picks at the trips that originate in base for GS/QS before the people get it on an out of base. But thats just my opinion
