Well, this 'proposal' is internet slop, so I wouldn't get worked up about what is not included. Wait for an actual TA to do that. I fully expect any TA's henceforth to include a UA/AA/WN snap up.
“Protections to ensure Delta pilots do not fall behind in pay when other carriers sign new agreements” sounds like a really wordy way to say snap up.
