I recently sat as number 4 on twy D in ORD to depart for 3:50. Pretty much everyone returned to the gate after about 3:30. All claiming that their companies' rules stated 3-4 hours was the limit due to pax rights.
The NY Passenger Bill of Rights was overturned by an appeal's court earlier this year. The Dispatchers should be verifying the status of the pax, fuel, air, lights, lav, etc. at 60 minutes and 120 minutes during extended taxi-out delays. I take it this isn't occuring. There is no hard 4 hour rule that I am aware of, though I just came in on S5 from BOS last week and we sat for 40 minutes waiting for the jetbridge at A25 to work, I can imagine how bad hours on end can be in the cabin.

I am also more than curious where the contact states anywhere that the union has to approve the new crew tracking/scheduling system. I would love to see the exact reference... chapter, section, paragraph, and wording. The only stipulation I am aware of is the fact a new PBS system has to be implemented within so many months of the implementation of the new primary crew track system.
