There is no retroactivity language. It is co-sponsored by Senator Kelly. Senator Grassley will sign onto it. Also, some of the language changed to be in conformance with the current statute which is a change from the last time they submitted it, but don't sweat the small stuff. The bill has been submitted now we have to work on getting the two bills to read exactly the same”
