We first have to assume every time they skip coverage, they are appropriately paying pilots who are harmed. I'm not convinced it's a 100% rate. What they are absolutely leaving off are less easily quantifiable effects like coverage being delayed long enough that a slip that would have gone to a reserve or as a WS is being covered at a QS.
They miss a lot of 23M7 in the logs. In my experience, if nobody takes the rotation as a QS and it gets No Op to reroute a pilot its less than 50/50 that rotation ends up in the 23M7 logs.
