Totally agree and do think we were talking a bit past each other earlier. Yeah there are definitely people "farming" and dropping their schedule that wouldn't be if the game was actually flying WS (IB or OOB).

The one additional piece I'll add though that is driving additional same/next/second open time broken opportunities is PWA 23.L.4 Note 3 and Note 4, which drives "created" reroute broken trips back into the coverage ladder, and is somewhat a self-licking cream cone when coverage goes sideways. This also drives credit into those broken trips as it forces more DH one way trips. This was a major association win in C19 and has been driving some of the increase in broken WS-able opportunities that previous would have gone to reroute. This is another important win not to dilute.
