More likely, he didn’t have the budget authority to make the deal required to fix it - but is deflecting with excuses.
DJ's email was a little more humble than RGs usual comms though. Admitting there's a problem at least. Especially the part about having the customer service/reservations team help crew scheduling learn how to deal with high call volumes to reduce long pilot wait times. RG couldn't even admit that there was a problem.
