They aren't discouraging YS....it's a QOL boost for the reserve pilot that did't want to be used at 1000 on their first on call day......only needing one commute flight can be the difference between going down the night before, or getting one more night sleep in your own bed.
Works opposite for me. I could easily make a 1000 assigned trip with no backup commute but if I YS the same 1000 assignment I would have to come in night prior if abiding with the backup commute requirement. YS forces a backup commute when it's waived on a regular assignment that first day.
